The Web's emergence as a pivotal form of Information and Communications
Technology (ICT) raises interesting questions about application of
existing laws and policies to this new medium, and the importance
of all members of society, including people with disabilities, being
able to access this information medium.
At the time, this government agency was preparing itself to be in
compliance with the necessary accessibility statutes. All government
agencies would soon be required to have any customer facing web site
comply, requiring them to be fully accessible by the disabled.
To help them in their quest, we developed internal software design
guideline and standards documents for bureau internet development.
The guidelines were to ensure that all site design and information
presentation was in compliance with industry best practice as well
as the necessary universal accessibility requirements. To facilitate
their use, we then directed the construction of a delivery system
in the form of standard Microsoft Help.
